Whether you?re planning to go to higher ground or hunker down having a communications plan in place today will help you stay connected to those who are most important to you.? As AT&T readies its network ahead of the hurricane, we?re also offering important planning tips for consumers and businesses.

Consumer Tips:

Keep your wireless phone batteries charged at all times. Have an alternative plan to recharge your battery in case of a power outage, such as using your car charger to charge your device or having extra mobile phone batteries on hand.

Keep your wireless phone dry. The biggest threat to your device during a hurricane is water, so keep your equipment safe from the elements by storing it in a baggie or some other type of protective covering.

Have a family communication plan in place. Designate someone out of the area as a central contact, and make certain that all family members know who to contact if they get separated. Most importantly, practice your emergency plan in advance.

Program all of your emergency contact numbers and e-mail addresses into your mobile phone. Numbers should include the police department, fire station and hospital, as well as your family members.

Forward your home number to your wireless number in the event of an evacuation. Because call forwarding is based out of the telephone central office, you will get incoming calls from your landline phone even if your local telephone service is disrupted at your home. In the unlikely event that the central office is not operational, services such as Voicemail, Call Forwarding, Remote Access call forwarding and call forwarding busy line/don?t answer may be useful.

Small Business Tips:

Set up a call-forwarding service to a predetermined backup location. Set up a single or multiple hotline number(s) for employees, employee families, customers and partners, as appropriate, to call so that all parties know about the business situation and emergency plan. For this to be most effective, maintain an updated contact list, including mobile and home phone numbers and e-mail addresses, for all employees.

Protect hardware/software/data records/employee records, etc. Routinely back up these files to an off-site location. Use a generator for supplying backup power to vital computer hardware and other mission-critical equipment. Prearrange the replacement of damaged hardware with vendors to ensure quick business recovery.

Outline detailed plans for evacuation and shelter-in-place plans. Practice these plans (employee training, etc.). Establish a backup location for your business and meeting place for all employees.

Assemble a crisis-management team and coordinate efforts with neighboring businesses and building management. Be aware that disasters affecting your suppliers also affect your business. Outline a plan for supply chain continuity for business essentials.

Consider a back-up cellular network. Services like AT&T Remote Mobility Zone, allows organizations to protect their critical communications by installing small cell sites at the business locations. If a disaster disables primary communications networks, the back-up cellular network can help keep your company connected.

Maximizing Service During and After a Hurricane:

Try text messaging. During an emergency situation, text messages may go through more quickly than voice calls because they require fewer network resources. All of AT&T?s wireless devices are text messaging capable. Depending on your text or data plan, additional charges may apply.

Be prepared for high call volume. During an emergency, many people are trying to use their phones at the same time. The increased calling volume may create network congestion, leading to fast busy signals on your wireless phone or a slow dial tone on your landline phone. If this happens, hang up, wait several seconds and then try the call again. This allows your original call data to clear the network before you try again.

Keep non-emergency calls to a minimum, and limit your calls to the most important ones. If there is severe weather, chances are many people will be attempting to place calls to loved ones, friends and business associates.

Fostering Hope: A Foster Care Column

As a foster and adoptive parent myself, I recognize the importance of technology in the lives of children. Indeed, technology is everywhere, and for our children today, it is a large part of their lives. Yet, social network sites, such as Facebook, have opened up a whole new world for those involved in the foster care system. Foster children, foster parents, birth parents, and social workers have all felt the impact of this powerful technological communication tool. Social Networking allows foster children to stay connected to friends and family members from all over. For these children in need, it can very much be a benefit as they stay in touch with birth parents and biological family members.

These sites open up a new way to communicate with birth parents and other biological family members. Facebook and other networking sites allow foster children and birth parents to remain in day to day contact, as it allows the foster child the opportunity to continue in a relationship that is important to him. This may help in allowing him to heal from the separation from his family.?

Social networking does present problems to foster children, though. Some caseworkers may prefer that contact with birth parents be limited. Yet, with social networking, this can be most difficult, and almost impossible, for foster parents to monitor. More and more birth parents are contacting their foster children through social networking sites, many times against the wishes of both foster parents and caseworkers. Birth parents are able to openly communicate with their child unsupervised, which can lead to false accusations as well as false promises from the birth parents. Indeed, social networking is a whole new world for all involved in foster care; a world that can be both wonderful and dangerous at the same time. ?There is the chat component of Facebook,? one caseworker noted, ?where a child and their parent could essentially have a conversation that no one would be able to monitor unless they were sitting right next to the child, which is a grave concern.? Case managers would have to be familiar with the birth parent's Facebook page before the foster child was to even access it. Along with this, there are many reports of foster parents being bullied and stalked by the birth parents through social networking. Another caseworker suggested that, ?I am personally aware of inappropriate things that parents post on their Facebook pages that would not be appropriate for their children to view. Not only might there be inappropriate information and comments on there, there also might be inappropriate photos and other harmful content that the children do not need to be exposed to, not just from the birth parents, but from the internet, in general.? Indeed, social networking is a whole new world for all involved in foster care; a world that can be both wonderful and dangerous at the same time. Much more information and research is needed before the social network explosion engulfs foster care.

Next month, we shall look at some strategies to aid our foster children in this new world of technology.

Sudan: a front for Israel's proxy war on Sinai jihadis?

JERUSALEM (Reuters) - If Israel bombed a Sudanese munitions factory, as Khartoum alleges, the raid was part of its widening proxy war against Islamist militants in neighboring Egypt which the Jewish state is reluctant to confront directly.

A huge explosion ripped through the factory near the Sudanese capital Khartoum on Tuesday, killing two people, with Sudan swiftly accusing Israel of sending four military planes to take out the complex.

The poor Muslim east African state, with its ties to Iran and Sunni jihadis, has long been seen by Israel as a conduit for weapons smuggled onward to the Hamas-ruled Gaza Strip, via the Egyptian Sinai desert.

With Sinai itself becoming a seedbed of al Qaeda-inspired cadres during Cairo's political upheaval, the Israelis now fear such arms could be used against them from within Egyptian territory. That puts Israel in a strategic bind, laid bare by the half-dozen guerrilla attacks it absorbed over the Egyptian border in recent months.

The countries' landmark 1979 peace accord precludes Israeli military action, whether preventive or retaliatory, in the Sinai, and Israel is highly unlikely to risk even a one-off breach given Egypt's unsympathetic new Islamist-led government.

Israel's response, government and military sources said, has been to hit first against those on Egypt's periphery suspected of links to the Sinai militants.

That has meant stepped-up up air strikes on Gazans accused of plotting operations in Sinai, and - to judge by reports from Khartoum - similar escalation in Sudan, to Egypt's south.

Israel has never confirmed or denied carrying out attacks on Sudanese targets. But Israeli defense officials admit placing a high priority on tracking arms trafficking through the country.

The monitoring, one retired official said, dates back to the previous government of Prime Minister Ehud Olmert, which waged a 2008-2009 Gaza war to crush Palestinian rocket fire and found itself fending off fierce censure abroad over the civilian toll.

Since early in 2009, shortly before the centrist Olmert was succeeded by the right-wing Benjamin Netanyahu, Sudan has accused Israel of carrying out several strikes on its territory. The sense of a far-flung covert campaign was further fuelled by the Israelis' alleged assassination of a senior Hamas armorer in Dubai in 2010 and abduction for trial of a suspected Palestinian rocket expert from Ukraine the following year.

Commenting tersely on Israel's strategy, the ex-official said it aimed to "stem the flow of arms (to Sinai and Gaza) without triggering major confrontations".

"This is all the more relevant today," the ex-official said, referring to instability in Egypt and surging Sinai militancy.

DRONES TO JETS

Foreign intelligence sources said Israel carried out a unmanned drone raid on a convoy south of Khartoum last month that destroyed 200 tons of munitions, including rockets, intended for Gaza.

Tuesday's blowing up of the Sudanese munitions factory was different to previous incidents, in that a state asset was hit. In a further suggestion of escalation by Israel, witnesses said the sortie was carried out by piloted fighter jets.

Amos Gilad, a senior Israeli defense official, made clear that Sudan should be considered fair game - an enemy like Hamas and Iran - and that Cairo's interests were also at stake.

"It is clear that it (Sudan) supports the smuggling of munitions, or it helps Gaza. In actuality, these munitions pass through Egypt, so it is endangering its major neighbor, Egypt. It harms national security because tomorrow these arms could also be used against the Egyptians," Gilad told Army Radio.

Sudanese Information Minister Ahmed Belal Osman declined to say whether any weapons from the attacked Yarmouk arms factory in Khartoum had ended up in Gaza, saying on Wednesday that only "traditional weapons in line with international law" were produced there.

A Swiss-published 2009 Small Arms Survey sponsored by several European governments found that Iran was a major supplier of light munitions to Sudan.

Khartoum has not said whether Iran was in any way involved in the factory that was bombed. A non-Israeli source briefed on the incident said the air strike focused on the main open area between the plant's main buildings, leaving open the possibility the target was specific personnel or production lines, rather than the whole complex.

Given the some 1,900 km (1,200 mile) distance between Israel and Sudan, some Israeli commentators saw in the alleged raid a warning to Iran, whose similarly remote nuclear facilities the Netanyahu government has hinted it could attack should diplomatic efforts to shut them down fail.

Alex Fishman, senior defense analyst for Israel's top-selling newspaper Yedioth Ahronoth, dubbed the Sudan raid a "live-fire practice run" for Iran.

But the Israeli ex-official, who has an extensive military background, was skeptical about comparing a fenced, open-air Khartoum factory with antiquated air defenses to Iran's dug-in nuclear facilities.

The ex-official also noted the further difference between flying along the Red Sea toward Sudan, an international aviation corridor, to the prospect of Israeli jets reaching Iran through the unfriendly skies of Arab states like Jordan, Iraq, and Saudi Arabia.

"Israel isn't 'signaling' to Iran, just as it's not 'signaling' to the terrorists in Sinai," the ex-official said. "Whatever actions might be taken in Sudan are taken to counter a real, immediate threat."

Though attacks on Israel by Sinai jihadis have been mainly with small arms, there have been occasional short-range rocket launches and Israeli officials worry about possible attempts to down airliners with shoulder-fired missiles.

Coming Home: AmeriCorps Members Return to Mentor Local Youth ...

AmeriCorps recently placed five young adults from the area? at Horace Mann Middle School and Crawford High School as part of The California Endowment?s Building Healthy Communities program. Each AmeriCorps mentor will work with 20 students during and after school. The goal is to encourage academic success and improve attitudes toward education.

The AmeriCorps members are planning four service projects during their 11-month program. The goal of these projects is to engage students, residents and community members around issues such as increasing school attendance, improving access to healthcare and decreasing childhood obesity and violence. Their ultimate goal is to make City Heights a healthier, stronger, more vibrant community.

Here is more about the AmeriCorps members, in their words:

Christine Ma
Hi ya?ll! I?m Christine and I?m excited to embark on my year with Building Healthy Communities as an AmeriCorps Mentor and working closely with students at Horace Mann Middle School. A little background on me: I was born and raised in Los Angeles? Chinatown neighborhood. I went to the University of California, San Diego, as a first-generation college student, and I majored in communications and minored in ethnic studies. I had plans for a career as an editor, but in my last year of college, I got heavily involved in student-of-color organizations and activism work, so with this, along with my ethnic studies classes, I really started to develop my social consciousness. After I graduated, I switched career paths to the nonprofit and education fields and working with youth.

After I graduated college, I moved back home and volunteered and interned at Asian- and Pacific Islander-focused nonprofits. I was involved with the Southeast Asian Community Alliance, where I helped the coordinator facilitate an afterschool program that educated high school students on social justice issues. It was here that I cemented my passion of social justice education for youth.

It was extremely rewarding for me to be involved in the same community that I grew up in. And it was so inspirational to see these young people doing youth organizing work and feeling like they have a direct impact in their community, and that is what I hope to continue supporting in more communities of color. One of my favorite aspects of working there were the one-to-one conversations I would have with students, which is why I was so excited for this AmeriCorps position, because I saw the need for more positive, emotional support for students.

Deyna Roberson
I am a 23-year-old San Diego native. I have a beautiful 2-year-old son and 5 younger sisters. I am a University of California, San Diego, graduate and am currently earning my master?s in public health, with a concentration in health promotion and behavioral science. After obtaining my master?s degree, I plan on pursuing a medical degree and hope to become a child and adolescent psychiatrist. I am also a NCAA track and field athlete and two time All-American. My hobbies include singing, songwriting, going to the beach and Boogie Boarding, and running track and field.

I chose to serve as a BHC AmeriCorps member to give back to my community, and more specifically, the children in it. I feel that as a member of the City Heights community, it is not only my passion but duty to help bring others up with me. I doubt I would have made it this far without the positive role models and influences I had growing up. I witnessed both my sister and brother fail to graduate from Crawford High School and this made me well aware that there is something missing in the system to motivate students to stay in school and to encourage them to plan for bright, healthy futures. As an AmeriCorps Mentor, I look forward to instilling hope in the students I will be working with. It?s my desire to not only be a positive role model for these student, but also an example of the many people who care about their well-being, are confident in their potential success, and are willing to invest in their futures.

Yen Vu
My name is Yen and I am one of the youth mentors at Crawford High School for Building Healthy Communities in City Heights. I am a daughter of Vietnamese refugees, born in Oklahoma and raised in the Los Angeles area. I moved to San Diego in 2007 to attend the University of California, San Diego. I am now a first generation college graduate with a bachelor?s degree in psychology and a minor in education studies.

While in college, I was involved in progressive students-of-color organizations geared toward social justice activism. I became familiar with City Heights through mentoring and tutoring at some of the local schools. I chose to return to City Heights after I graduated because I recalled how at home I felt when I first stepped foot there. It reflects the community I grew up in and the kind of place I hope to root myself.

Growing up, I often witnessed economic inequalities that affected my education and limited the resources that were available to my working-class parents. I wasn?t able to articulate or understand my family?s struggles or the challenges that people from communities like mine faced until I came to college. Through education, I became empowered and realized the potentials of social change and how I can take part in that movement. In college I started working with youth through implementing access and outreach programs that catered to underserved and underrepresented students. Immediately after graduation, I went to Oakland to pursue community organizing. While I was there, I realized that the skills I was learning in organizing aligned with my passion in working with youths. I believe that the most effective change happens in the community through collaboration and empowerment. I hold the same belief in my pursuance of a future career as an educator. I want to work inside the classroom, directly with students, to empower them to become more socially conscious and ready to question the structural barriers that affect them, their family, and their community.

Gracelynne West
Hi everyone! My name is Gracelynne West and I currently serve as one of the Building Healthy Communities AmeriCorps Mentors at Horace Mann Middle School. I am originally from San Diego, the North Park and Linda Vista area, and I am a graduate of San Diego High School and an alumna of the SDHS Women?s Tennis Team. I also recently graduated from the University of California, San Diego, as an ethnic studies major and I am passionate about working within my local community.

I was the first person in my family to attend college, so it was a big accomplishment for both my family and me as well. I have worked with youth in afterschool and summer enrichment programs. I also recently completed an AmeriCorps term with the local nonprofit, MAAC project, which provides services for low-income families and youth in Spring Valley. I really enjoy community engagement work and working with other community members to navigate resources and services.

I have served as a canvasser with Alliance San Diego in previous campaigns to educate and engage new and occasional voters in predominantly low-income communities of color. At first, it was difficult to assert myself to others, but I eventually built up confidence speaking to people by recognizing why I am passionate about community work. Every time I work with youth, I always learn something new or catch something that I have never thought of before; they have such diverse experiences and different views of the world, and I think that is the beauty of working with youth because we are both learning from each other.

Hi everyone, my name is Laura Yamaguchi and I?m very excited to begin my second year as a BHC AmeriCorps Mentor at Crawford High School. Last year was such an adventure for me ? a growth experience for myself as well as the students I mentored. I look forward to deepening my connections with students and encouraging them to live out their dreams.

I began my work with youth when I was 16 and my first job was teaching second graders about different birds at the San Diego Zoo. In college, I worked with student groups of color and outreached to San Diego high school students about college access. After graduating from the University of California, San Diego, with my bachelor of the arts in Spanish literature and a minor in ethnic studies, I pursued a career in youth- and community-based development in communities of color.

I started with a labor organizing internship at the Oakland International Airport, and then went on to empower youth through writing programs in San Francisco. I finally moved back to my hometown of La Mesa and I continued partnering with youth in schools as a special education assistant in the San Diego Unified School District. Last year, I pursued an opportunity to mentor ninth graders at Crawford High School through AmeriCorps. If it?s going to be anything like last year, I?m ready to take students surfing at the beach, making sushi with the Japanese club, going to San Diego State and UCSD high school conferences, and reciting lots and lots of One Direction lyrics.

LG Electronics has reported its earnings for Q3 2012, notching its third straight quarter of positive income with a net profit of 157 billion won ($138.57 million) and "solid" performances from its home theater and mobile businesses. Revenue is down from the same period last year, but seeing as it's actually making money this time around it's probably still reason to celebrate. On the mobile side of the aisle it reports an operating profit of $19.42 million with slightly higher sales than Q2, mostly thanks to those LTE smartphones it's been rolling out. Its home entertainment biz noted a rise in LCD sales, with 3D TVs and LED-lit models growing from last quarter in most markets. Looking towards the future it's obviously going all-in on the Optimus G (although our interests run towards the Nexus G that should debut next week), and also looks for its Ultra HD television to raise its standing as a premium brand. The truth is Cubans on both sides of the Straits of Florida are engaged in a Kabuki dance. Cuban exiles in Florida and Cuban Communists in Havana have beenlocked in a symbiotic relationship for a very long time. Entire livelihoods based on Fidel-bashing thrive in Miami, where virulent anti-Castro radio transmissions bore totears anybody who is not among the rabidly faithful. If one does not agree with the exile party line, he is liable to be bashed himself.

In Havana, the party could not be happier. As long as the Marxist despots have a reason to verbally attack the U.S., they will fare well. The party instills fear in the populace by warning that the Cuban-Americans want to return and take their homes and their dignity away from them. The exiles and Washington are the bogeyman, always ready to pounce. Washington could put an end to the foolishness in a nano-second by simply restoring normal relations with Havana. After all, we have normal diplomatic and trade relations with Communist China. We have normal diplomatic and trade relations with Communist Vietnam, where 55 thousand Americans died in the Vietnam War.

A treasured possession in Havana ? a 1950s era Chevrolet. Many American products have been embargoed by the U.S. for a half a century.

As much sense as it makes to normalize, Washington is not about to do it. Any administration, Democrat or Republican, that tried would be instantly branded as ?unfriendly? by South Florida?s huge exile community, one million strong. ?So what?? you ask. Well the ?so what? is contained in their ability to deny to either party the U.S. Presidency. Florida has 27 electoral votes. Without those votes, presidential aspirants can kiss their aspirations goodbye. Cuban-Americans take pride in beingable to
manipulate the vote for president any way they want to. Just ask Al Gore. So what if the rest of us are held hostage by their petulance?

It is high time for the Cuban-Americans to get over it. The way to get back to Cuba is to make nice. That?ll be the day.

Florida is just 90 miles to the north of Cuba.

Microsoft announces Skype for Windows 8: full-screen calls, push notifications and People Hub integration

With Windows 8 going on sale in just four days, Microsoft is doing a sensible thing and releasing a version of Skype optimized for Win 8. As you'd expect, Skype for Windows 8 has the same overarching look and feel as other apps, which is to say you can swipe from left to right to see different categories, such as recent activity, favorites and a complete contacts list. But the integration with Windows 8 goes a little deeper than that. Just as you can pinch your Live Tiles to zoom out and make them easier to navigate, you can use semantic zoom to sift through a long list of contacts. And, because Skype runs in the background, you can set up your Start Screen so that the Skype Live Tile shows notifications for things like missed calls. Additionally, Skype is now baked into the People Hub, so that someone's Skype handle shows up alongside other forms of contact, like an email address or phone number.

The in-call experience has also been modified to take advantage of certain features in Win 8. For one, you can link your Skype and Microsoft account, so that when you log into your system using your Microsoft ID, you'll already be logged into Skype. While on a call, you can conduct video chats using the whole screen, at which point chat messages from that person will show up as text bubbles on the side of the screen. At any time, you can swipe to see other recent activity, which could be handy if you're juggling multiple IM conversations at once.

If you prefer, you can also dock Skype on the side of the screen, as you can with any other program in Win 8. With the Skype chat taking up just a third (or two thirds) of the screen, you can use that remaining real estate for an IM chat within Skype, or maybe a web search. Lastly, if you return to the home screen, there's a large phone icon up top where you'll find the dialer, whose number pad allow your fingers plenty of room to hit the right keys. You'll see your balance listed there, too, in the event you're not planning on making a free call to another Skype user. That's our quick summary of what's new, but if you like you'll soon be able to experience it yourself: the app will be available for free in the Windows Store on October 26th.

MARQUETTE TOWNSHIP -- Two community groups squared off in a bowling competition to help raise money.

Superior Alliance for Independent Living and the AMVets Post 122 held their first bowl-a-thon at Superior Lanes in Marquette Township.

Local businesses sponsored the two teams.

Both groups received $400, but the big trophy went to the AMVets.

"We had a ball, this was really fun," said Ray Bergman, of the AMVets Post 122. "Superior Lanes did a wonderful job getting this together for us."

Superior Entertainment says they plan to host future fundraisers.

If customers don?t know you exist your chances of attracting them are the same as trying to teach an elephant to tap dance.

This is the first rule in marketing ? make sure your potential customers are aware of who you are, what you stand for and how you can help solve their problems.

Add to this social media mix, the traditional media ? TV, print, radio and billboards and you have some difficult decisions to make.

Where should I invest to generate maximum awareness for minimum cost? and How will I know whether these investments are paying off?

Deciphering the impact of advertising is notoriously difficult, there is a classic saying in advertising circles attributed to the father of advertising, John Wanamaker who said:

?Half the money I spend on advertising is wasted; the trouble is I don?t know which half.?

Awareness advertising is designed to widen the pool of potential customers and remind them of how you can help them. The goal is to position a company?s brand favorably and regularly in the customer?s mind.

The measurement challenge comes from the fact that it is not necessarily designed to elicit an immediate response. Regardless there are a few ways you can get a handle on the impact of this type of advertising:

1. Prospect Surveys Before and After Comparisons

This technique involves establishing a baseline and then comparing results against that baseline over time.

For example, a simple survey may highlight that 10% of prospects have heard of your brand and 15% may consider you as a potential supplier of the product. The consideration metric is an important one to include as we are not interested in awareness alone. We really want to know whether we are in the ?evoked set? ? the top 2 or 3 brands customers have as top of mind for any particular product category.

Asking these questions again in 3 months may reveal that now 25% of prospects have heard of your brand and 30% of them would consider you as a potential provider.

You can reasonably conclude that your advertising activities were a significant driver responsible for the increase.

2. Asking Customers at their Point of Inquiry

Many companies will ask a new customer how they heard of the company or product. This is a great technique for companies that get a lot of inbound calls, a quick question can be asked at the end of the call to which most customers are happy to respond.

To go a little deeper a survey can be conducted asking customers which specific media they remember seeing. Their answers won?t tell you whether the activity influenced their purchase, but it will tell you which of your awareness advertising activities are being noticed.

To understand the advertising?s influence, we can design questions to elicit feedback on the messages sent.

For example ?which of the following ads have you seen?, which haven?t you seen?, rank each on a scale of 1 to 5 on whether it appealed to you or not.

Next total up the answers from all survey takers to give you a clear picture of how people perceive your advertising.

NOTE: Where ever possible please do some of this in pre-testing to make sure you are eliciting the response you want!

Deciphering the first epigenomes of chronic lymphocytic leukemia

ScienceDaily (Oct. 19, 2012) ? Researchers of the University of Oviedo have contributed to decipher the first epigenomes of chronic lymphocytic leukemia. Professor of Biochemistry and Molecular Biology Carlos L?pez-Ot?n and two members of his team: Xose S. Puente and V?ctor Quesada, researchers of the University Institute of Oncology of the Principality of Asturias (IUOPA), have taken part, together with researchers El?as Campo and I?aki Mart?n-Subero, in a study recently published in Nature Genetics, which presents a new perspective in cancer research.

This study integrates the whole epigenome and genome sequencing of leukemia patients. Researchers have identified the cells that give rise to the disease, and have discovered new molecular mechanisms involved in its development, thereby improving diagnosis.

This research is part of the project of the Spanish CLL Genome Consortium, which has had the collaboration of researchers from the European BLUEPRINT Consortium for the study of epigenomes. In the last two years, the Spanish Consortium?included in the International Cancer Genome Consortium- has published two outstanding works in Nature andNature Genetics that have characterized a mutational genome map associated with this disease.

The State Secretary for Research, Development and Innovation of the Ministry of Economy and Competitivity, Carmen Vela, have presented, together with the coordinators of the study, ?Carlos L?pez-Ot?n, from the University of Oviedo, and El?as Campo, from the Hospital Cl?nic and the University of Barcelona?, and director of the study ?I?aki Mart?n-Subero, from the University of Barcelona and the Institute for Biomedical Research 'August Pi i Sunyer', the latest results of the Leukemia Genome project. The director of the Institute for Health Carlos III, Joaqu?n Arenas, also took part in the presentation.

El?as Campo has stated that the previous studies of the Consortium were focused on the analysis of mutated genes involved in the development of the disease. "In this new study ?he added? we have a new perspective of the epigenome, which has allowed us to identify the cells of origin of this kind of leukemia and new mechanisms involved in its development."

"Our previous genetic studies identified over 1.000 mutated genes in the chronic lymphocytic leukemia, whereas this epigenomic analysis has revealed over a million epigenetic changes in this disease. This unexpected finding indicates that the epigenome of cells suffers a massive shift in the process of cancer development," says Dr. L?pez-Ot?n.

One of the great innovations of this study is that the genome and epigenome have been analyzed in parallel. Epigenetics is defined as the science that studies the set of molecular mechanisms that activate or inactivate genes. As explained by L?pez-Ot?n, "the genome is a repository of information whereas the epigenome is responsible for executing this information for the proper functioning of cells."

Thanks to the new sequencing technologies available in the National Center for Genomics Analysis of Barcelona and the use of high-density micro arrays, this new study has decoded for the first time the complete epigenome of the disease and has led to unexpected discoveries. "Until now, most epigenetic studies were focused on the analysis of a limited fraction of the genome, which were considered crucial for gene expression. Our results clearly show that most of the epigenetic alterations take place in regions of the genome that had never been studied before," explains the director of the study, I?aki Mart?n-Subero.

This study appears a few weeks after the publication of the results of the ENCODE project, which shows that most regions of the genome that were considered as 'junk DNA' really contain a large number of regulatory regions of the gene activity. "Once integrated our new data with the ENCODE Project, we are surprised to observe that most epigenetic alterations in leukemia occur in these new regulatory regions of the genetic activity," highlighted Mart?n-Subero.

Main features of the study:

• Thanks to the next-generation sequencing technologies available at the National Center for Genomic Analysis this study has characterized the epigenome of leukemia in a relatively short time.
• The vast amount of data generated in this project has required new methodology that has been mainly developed by the research group of Dr. Mart?n-Subero and the Bioinformatics group of the National Center for Genomic Analysis of Barcelona.
• The Hospital Cl?nic of Barcelona has been working on the Chronic Lymphocytic Leukemia for decades, which has allowed the Consortium to have biological samples and clinical data of hundreds of patients that have been used to define the clinical relevance of the epigenomic study of this disease.
• In addition to studying the epigenome of 139 patients suffering from chronic lymphocytic leukemia, researchers have also analyzed several subtypes of normal blood lymphocytes, which has allowed for the identification of the cellular origin of leukemia groups with a different clinical course.
• The work of the experts in several scientific disciplines has meant new information to improve the diagnoses of patients.

Palestinian push for U.N. upgrade likely to succeed: Jeremic

UNITED NATIONS (Reuters) - The push by the Palestinians for upgraded status at the United Nations is likely to succeed, the president of the U.N. General Assembly said on Friday, while warning the United States against cutting U.N. funding over the issue.

In his first major interview since winning a divisive campaign for the largely ceremonial U.N. post in June, former Serbian Foreign Minister Vuk Jeremic also said he was seeking to improve coordination between the world body and the Group of 20 bloc of key developed and developing nations.

Having failed last year to secure full U.N. membership due to U.S. opposition, Palestinian President Mahmoud Abbas said last month he would ask the 193-nation General Assembly to approve a less-ambitious promotion of the Palestinian Authority's observer status to "non-member state," like the Vatican. It is currently considered an "entity.

Jeremic said Abbas is consulting with U.N. member states and is expected to call for a meeting on the Palestinian issue as early as next month, after the November 6 U.S. presidential election.

"Most people expect that it is going to be the second half of November," the 37-year-old former Serbian foreign minister told Reuters.

"If they decide to go for it after these consultations, which is what President Abbas announced in his speech in September, most people expect that this is going to pass," Jeremic added.

The United States and Israel have warned the Palestinians against seeking a status upgrade, saying it would be a setback for the peace process and suggesting that it could have financial implications for the Palestinian Authority.

Some U.N diplomats say that the Palestinians have not made a final decision to go for the upgrade and are under intense pressure from Washington and European nations to call it off.\

U.N. diplomats and officials say they are also worried about a possible reduction of U.N. funding from the United States, which supplies 22 percent of the regular U.N. budget.

Jeremic said he does not want to lecture the United States, but voiced concern about a possible American suspension of U.N. funding due to the Palestinian issue. Such a suspension, he said, would have "dire financial implications" for the United Nations.

"I don't think this would be in the interests of the United States to cut the financial aid, but I am not in a position to say to the United States what is it they should do," he said. "They know what is best for them, and that's what they are going to do."

NEXT U.N. SECRETARY-GENERAL?

The U.S. Congress froze some $200 million in financial aid to the Palestinians after they took their statehood campaign to the United Nations last year. Western officials say further aid reductions by the United States are likely, along with a possible freezing of U.N. funding.

The United States cut funding to the U.N. education and science agency, UNESCO, last year after it admitted the Palestinians as a full member.

A 1990s U.S. law prohibits American funding to U.N. organizations that grant full membership to any group that does not have "internationally recognized attributes" of statehood.

The Palestinians are not seeking U.N. membership. But an upgrade of their observer status could nevertheless be uncomfortable for Israel.

Being registered as a state rather than an entity would mean the Palestinians could join bodies such as the International Criminal Court and file complaints against Israel for its continued occupation.

The Palestinians need a simple majority in the General Assembly for the status upgrade, and predict that between 150 and 170 nations out of the 193 U.N. member states will vote in favor.

Handling the Palestinian debate will likely be the first major U.N. test for Jeremic, the youngest General Assembly president in the history of the United Nations. But he also intends to dedicate much of his time to finding a way to improve cooperation between the G20 and the United Nations.

Jeremic said this could make the assembly more relevant and give some legitimacy to the G20, an informal group that smaller countries often criticize for its lack of transparency.

He said his plan was to "create a consultation mechanism between the G20 and the rest of the world." Jeremic will discuss it with Russia, which chairs the G20 next year, and plans to hold a high-level meeting on U.N.-G20 cooperation in early 2013.

Previous attempts to boost ties between the G20 and United Nations have failed. Jeremic's predecessor in 2008-2009, Miguel D'Escoto Brockmann of Nicaragua, made an attempt to do the same but made little headway. D'Escoto, a left-wing former foreign minister, was a fierce critic of the United States, Israel and the G20, and envoys said that alienated some delegations.

Jeremic made clear he would take a different approach and would be seeking consensus. "This must not be an antagonistic exercise," he said. "This is not about bashing."

A number of U.N. diplomats have mentioned Jeremic as a potential candidate to succeed Secretary-General Ban Ki-moon when his term ends in December 2016. The next U.N. chief is expected to come from Eastern Europe in keeping with a tradition of rotation among the six regional groups of the United Nations.

Jeremic, who became a familiar face in New York at regular U.N. meetings on Serbia's former province of Kosovo, declined to comment on his future plans apart from returning to Serbia, where he remains a member of parliament. But he did not rule out the idea of running for the top U.N. post.
