Meanwhile, Orvana Minerals Corp., a Canadian mining company based in Toronto, is close to final approval for a copper mine expected to create hundreds of jobs in the sparsely populated western Upper Peninsula. Next in line, Aquila Resources Inc. and HudBay Minerals Inc. plan to apply for a permit later this year to mine zinc, gold, and silver at a small, open-pit mine along the Menominee River called the Back Forty Project.

Mining companies have been busy prospecting for new deposits, crisscrossing the Upper Peninsula by plane and helicopter, drilling exploratory holes, leasing land, and buying up mineral rights. They've revisited old mines to see if new technology might make it profitable to reopen them.
"It's like flies to honey," says Theodore Bornhorst, professor of economic and engineering geology at Michigan Technological University in Houghton. "It's got a lot of people interested."
The prospect of jobs has also excited the hopes of residents. "We do have a culture used to mining here. And the people who live up here do have to have jobs."

The International Transport Workers' Federation, based in London, said the decision was "unbelievable, unlawful and practically suicidal".
The port company agreed to a four-week moratorium on its plans to sack the 292 workers and hire contract labour. As a result the watersiders voted on Wednesday to end their strike action.
However, the port responded by giving two weeks' notice of an indefinite lockout starting at Easter. It has left the wharfies in limbo for the intervening fortnight. They say they are ready to go back to work, but the port has said this is "unrealistic" due to rostering issues.
Yesterday the union filed an injunction declaring the lockout unlawful.
"It's like watching a car crash in slow motion. Do Richard Pearson and Tony Gibson have a death wish for this port? Just when a negotiated settlement was within reach they have trampled on those hopes and issued a lockout notice," said Paddy Cremlin, the federation's president.
"The thugs in this dispute are in the boardroom at POAL slinging out workers, locking out workers, trying to bring in strikebreakers from outside New Zealand to replace a willing and skilled workforce. Gibson and Person beggar belief. It's likely they want to turn this port into a disaster area."
Cremlin also called on Mayor Len Brown to "step in and replace those in the POAL board" with people who are instead "willing to run this important asset properly for the benefit of the city of Auckland".
VATICAN CITY (Reuters) - A ghost will be following Pope Benedict at every step of his trip to Mexico and Cuba -- that of his predecessor John Paul.
John Paul, who died in 2005, was a huge draw in many places. But, apart from his native Poland, nowhere was he a more towering figure than in Latin America, visiting every one of the region's countries at least once.
He drew oceanic, throbbing crowds, sloshed through swampy slums in Ecuador, challenged Maoist guerrillas in the Peruvian highlands and defended miners' rights in Bolivia.
The more cerebral, sedate and shy Benedict, who enters the eighth year of his papacy in April, is making only his second trip to Latin America and his first to the Spanish-speaking part. He visited Brazil in 2007.
John Paul, underscoring the importance of overwhelmingly Roman Catholic Latin America for the Church's future, chose Mexico as the first place to go just months after his election in 1978.
He made one trip to Latin America nearly every year of his 27-year papacy, the last when he was 82 and in failing health. Of the 22 trips Benedict has made since his election in 2005, 15 of them have been in Europe.
Opinion polls show that a majority of people in Mexico and Cuba, reflecting the mood throughout Latin America, feel more affection and veneration for John Paul than for Benedict, who they believe understands them and their culture less.
The difference in pre-trip enthusiasm is so palpable that Bishop Jose Guadalupe Martin Rabago of Leon, the Mexican city where Benedict will be based, felt impelled to admonish his flock to stop making comparisons with John Paul.
"From the perspective of faith, all popes are equal and deserve our respect and our loyalty regardless of the charisma they have," he told CNNMexico.
"We need to say this to everyone so they don't expect to see in Pope Benedict a repeat, or, to put it bluntly, a clone of Pope John Paul".
While the Vatican stresses that the papacy cannot be seen as a popularity contest, from a statistical point of view John Paul clearly spread his attention more evenly around the globe, lavishing much of his time and attention on Latin America and the developing world in general.
Benedict, by contrast, is seen as Euro-centric.
"Benedict has always been concerned about the decline of Christianity in Europe," said Father Tom Reese, a Jesuit who is a senior fellow at the Woodstock Theological Center at Georgetown University in Washington.
"His fears are relativism, consumerism, and secularism, which are less of a problem in Latin America. He has been going to the places he understands and Europe has lots and lot of problems. There are people who think Christianity is going to be a minority religion in Europe pretty soon," Reese said.
MANY CATHOLICS, FEW CARDINALS
This fear for Europe's future, some believe, may explain Benedict's choice of new cardinals last month. Europeans account for 12 of the 18 new "cardinal electors" under 80 years old and thus eligible to enter a conclave to elect the next pope.
Even though Latin American countries are all majority Catholic and the region has nearly half of the world's 1.2 billion Catholics, Latin America has only 22 cardinal electors, compared to 67 for Europe, meaning there is a greater chance that the next pope will be a European.
By some estimates, more than one in 10 of the world's Catholics are Mexican or of Mexican origin. Mexico has four cardinals, compared to 52 for Italy, which has far fewer Catholics.
Some worry that what appears to be the Vatican's diminished concern for Latin America comes at a time when Catholicism there is under growing pressure from Protestant sects who are offering a more lively brand of home-brewed religion.
"The problem is that the Catholic Church in Latin America is like the old IBM, a lazy monopoly. Everyone had to come to it for sacraments and salvation," said Reese.
The Catholic Church is losing millions of Latin Americans to protestant branches such as Evangelicals and Pentecostals, which are seen as more charismatic and give more personal attention than the highly structured Catholic Church.
"These Evangelicals are the Silicon Valley start-ups of Christianity. They are running circles around us because they are entrepreneurial, they're creative, they try things. And we're stuck in the mud doing the same old thing again and again and it's not working," said Reese, who has written numerous books about the Church and the Vatican.
While John Paul was more open to liturgical experimentation in the developing world, such as the wearing of multi-colored vestments inspired by traditional cultures, Benedict is much more of a conservative who sees Europe as the traditional mother Church and the developing world as its children.
During his trip to Brazil in 2007, Benedict called the defections to the protestant Churches worrying and said the Catholic Church had to become "more dynamic in offering answers to this thirst for God".
The Vatican says many factors come into play in deciding where the pope travels, including his age. Church officials say the fact that this is only his second trip to Latin America does not mean that he loves the region any less.
Benedict was elected when he was 78 and is now 84. Pope John Paul, by contrast, was elected when he was 58 but made his last trip to Latin America, his 19th to the region, when he was 82.
The Vatican says Leon, in conservative Guanajuato state, was chosen as the venue for the Mexico trip because the high elevation of the capital, Mexico City, could be risky for his health.
Last year Benedict began using a mobile platform instead of walking up the main aisle of St Peter's Basilica. The Vatican says this is to conserve his strength.
He is scheduled to rest for about 24 hours after his arrival in Mexico to get over the jet lag.

KOUROU, French Guiana (Reuters) - A European Ariane rocket blasted off from French Guiana on Friday carrying supplies to the International Space Station (ISS), space officials said.
Built by an industrial consortium led by EADS ASTRIUM, a division of European industrial giant EADS, the unmanned vessel is designed to deliver fuel, food, clothing and oxygen to the ISS crew as well as spare parts.
The cargo vessel is scheduled to dock with the ISS on March 28 and remain attached until August.

Geologic water cycle may drive volcanism and plate tectonics itself
Last month, Doug Wiens, PhD, professor of earth and planetary science at Washington University in St. Louis, and two WUSTL students were cruising the tropical waters of the western Pacific above the Mariana trench aboard the research vessel Thomas G. Thompson.
The trench is a subduction zone, where the ancient, cold and dense Pacific plate slides beneath the younger, lighter high-riding Mariana Plate, the leading edge of the Pacific Plate sinking deep into the Earth's mantle as the plates slowly converge.
Taking turns with his shipmates, Wiens swung bright-yellow ocean bottom seismometers and hydrophones off the fantail, and lowered them gently to the water's surface, as the ship laid out a matrix of instruments for a seismic survey on the trench.
The survey, which Wiens leads together with Daniel Lizarralde, PhD, of the Woods Hole Oceanographic Institution, will follow the water chemically bound to the down-diving Pacific Plate or trapped in deep faults that open in the plate as it bends. The work is funded by the National Science Foundation.
Scientists have only recently begun to study the subsurface water cycle, which promises to be as important as the more familiar surface water cycle to the character of the planet.
Hydration reactions along the subducting plate are thought to carry water deep into the Earth, and dehydration reactions at greater depths release fluids into the overlying mantle that promote melting and volcanism.
The water also plays a role in the strong earthquakes characteristic of subduction zones. Hydrated rock and water under high pressure are thought to lubricate the boundary between the plates and to permit sudden slippage.
Dropping the instruments
Between Jan. 26 and Feb. 9, working day and night, watch-on and watch-off, the Thompson laid down 80 ocean bottom seismometers and five hydrophones.
The hydrophones, which detect pressure waves and convert them into electrical signals, provide less information than the seismometers, which register ground motion, but they can be tethered four miles deep in the water column where the bottom is so far down seismometers would implode as they sank.
The Thompson sailed over some of the most famous real estate in the world, the Mariana trench, which includes the bathtub-shaped depression called the Challenger Deep,
to which Avatar director James Cameron plans to plunge in a purpose-built one-man submersible called the Deep Challenger.
Seven miles down, the pressure in the Deep is 1,000 atmospheres (1,000 times the pressure at sea level on dry land) or roughly 8 tons per square inch. Seismometers, says Wiens, only go down four miles.
The trench is created by the subduction of some of the world's oldest oceanic crust, which plunges underneath the Mariana Isalnds so steeply at places that it is going almost straight down.
The active survey
After the Thompson returned to Guam and Wiens flew back to St. Louis to resume his less romantic duties as chair of the Department of Earth and Planetary Sciences, the research vessel Marcus G. Langseth began to sail transects above the matrix of seismometers, firing the 36-airgun array on its back deck.
The sound blasts reflected from the boundaries between rock layers a few miles beneath the ocean floor were picked up by an five-mile-long "streamer," or hose containing many hydrophones, towed just beneath the surface behind the ship.
This was the "active" stage of a seismic survey with a "passive" stage yet to come.
After the seismic survey, the Langseth returned to pick up 60 seismometers, leaving behind 20 broadband seismometers and the hydrophones that will listen for a year to the reverberations from distant earthquakes, allowing the seismologists to map structures as deep as 60 miles beneath the surface.
In the meantime Patrick Shore, a research scientist in earth and planetary science, and two Washington University students had set sail across the ocean in a tiny vessel, the Kaiyu III, to install seismometers on the Mariana islands that will also supply data for the "passive" stage of the survey.
Water, water everywhere
Water plays a completely different role at depth than it does on the surface of the Earth. Water infiltrating the mantle through faults hydrates the mantle rock on either side of the fault.
In a low temperature process called serpentinization, it transforms mantle rock such as the green periodotite into serpentinite, a rock with a dark scaly surface like a serpent's skin.
As the slab plunges yet deeper, dehydration reactions release water, which at such great pressure and temperature exists as a supercritical fluid that can drift through materials like a gas and dissolve them like a fluid. The fluid rises into the overlying mantle where it lowers the melting point of rock and triggers the violent eruptions of magma that created the Mariana Islands, to which Shore was sailing.
"We think that much of the water that goes down at the Mariana trench actually comes back out of the earth into the atmosphere as water vapor when the volcanos erupt hundreds of miles away," Wiens says.
The scientists will map the distribution of serpentinite in the subducting plate and overlying mantle, by looking for regions where certain seismicwaves travel more slowly than usual.
Tracing the water cycle within subduction zones will allow the scientists to better understand island-arc volcanism and subduction-zone earthquakes, which are among the most powerful in the world
But the role of subsurface water is not limited to these zones. Scientists don't know how subduction got started in the first place, but water may be a necessary ingredient. Venus, which is in many ways similar to Earth, has volcanism but no plate tectonics, probably because it is bone dry.

CNY is an initiative led by North Yorkshire County Council. It has been awarded ?17.8 million by BDUK ? a Government organisation tasked with ensuring that 90% of the UK can receive high quality broadband access by 2015 and 100% by 2017.
The new Ouseburns internet connection will enable individuals and businesses to access high speed broadband utilising a fibre hub to transmit wirelessly to surrounding communities. The internet service provider for the Ouseburns area will be LN Communications Ltd, a wireless service provider who has already enabled several community networks in North Yorkshire and East Riding.
?We are developing small community based broadband schemes across the county, in areas where it is not commercially viable ? the broadband ?not spots? ? using funds from NYCC and the Rural Development Programme for England (RDPE)? said County Councillor Carl Les, Chair of Connecting North Yorkshire.
?The good news is that the funding for the Ouseburns area project is coming from the Performance Reward Grant (PRG), which is money North Yorkshire received for exceeding its targets set by Government across public services. It is anticipated further communities will be able to bid for this money as we seek to add at least another dozen schemes to our current project list?.
